This is the 2013 Annual Report of the Illinois Criminal Justice Information Authority (ICJIA), which is responsible for the State's criminal justice policy and planning, grants administration, research, and information systems development.
Abstract
The ICJIA administered 5 State and 13 Federal grant programs in Fiscal Year (FY) 2013. The grants were administered under Adult Redeploy Illinois, the Edward Byrne Memorial Justice Assistance Grant Program, the Victims of Crime Act, and programs that address at-risk juveniles. Other grants assisted in funding the decrease in DNA backlogs and assistance for women and children victimized by domestic violence and sexual assault. A total of 355 individual grants were processed, with $51.2 million in disbursements for the fiscal year. Adult Redeploy Illinois (ARI), a prison diversion program for non-violent offenders, now operates in 18 sites, with 19 programs across 34 counties. An ARI program evaluation is currently being conducted. Other programs being evaluated include those that provide housing for adult men and women exiting prison. Researchers continued a collaboration with Loyola University Chicago and the WestCare Foundation to initiate and examine mental health, trauma exposure, and posttraumatic stress disorder among men in substance abuse treatment. The ICJIA continues to be visited by criminal justice professionals, educators, and the general public, with just over 260,000 users visiting the site during the fiscal year; 2.2 million downloads were recorded.
