The 1990 annual report of the Illinois Department of Corrections indicates the department led the nation in percentage of inmates added to the prison system.
The Illinois adult inmate population increased by 20.9 percent from 1989 to 1990 for a total of 27,295 inmates. The juvenile population in residence reached a total of 1,243 youth. With the addition of Adult Community Supervision and Juvenile Field Services, the Illinois Department of Corrections was responsible for a total of 42,435 committed persons as of June 30, 1990. The 1990 budget allowed total expenditures of $496 million, an increase of $58.3 million over 1989. A total of $143.7 million in capital appropriations was authorized to rehabilitate, renovate, and construct correctional facilities in 1990. The main functions of the department are described organizationally in terms of the Adult Division, Community Services Division, and Juvenile Division. Other organizational entities include the Director's Office, Bureau of Administration and Planning, Bureau of Employee and Inmate Issues, and Bureau of Inspections and Audits.
