THIS ANNUAL REPORT FOR FISCAL YEAR 1978 PRESENTS, FOR EACH ILLINOIS STATE, COUNTY, AND MUNICIPAL JAIL AND JUVENILE DETENTION CENTER, STATISTICS ON NONCOMPLIANCE WITH STATE FACILITY STANDARDS.
Abstract
THE REPORT WAS PREPARED BY THE ILLINOIS BUREAU OF DETENTION STANDARDS AND SERVICES. IT IS BASED ON INSPECTIONS OF EACH FACILITY BY BUREAU STAFF TO DETERMINE COMPLIANCE WITH STANDARDS FOR PHYSICAL CONDITION AND INMATE TREATMENT, HEALTH, AND SAFETY, AND FOR COMMUNITY SECURITY. THE 105 COUNTY JAILS INSPECTIONS IDENTIFIED 2,010 NONCOMPLIANCES, INCLUDING 991 IN ADMINISTRATION, 389 IN OPERATIONS, AND 630 IN BUILDINGS AND EQUIPMENT. TOTAL COUNTY JAIL POPULATION WAS 50,068 FOR COOK COUNTY AND 93,891 FOR THE OTHER COUNTIES. FOR MUNICIPAL JAILS, THE 540 NONCOMPLIANCES IDENTIFIED INCLUDED 200 FOR ADMINISTRATION, 51 FOR OPERATIONS, AND 289 IN BUILDINGS AND EQUIPMENT. THERE WERE NO NONCOMPLIANCES IN 104 OF THE 267 ACTIVE FACILITIES WHICH PROCESSED 352,673 PEOPLE DURING THE REPORTING PERIOD. FOR THE 12 INDEPENDENT COUNTY JUVENILE DETENTION FACILITIES, 122 NONCOMPLIANCES WERE FOUND. IN ADDITION, THE BUREAU INSPECTED STATE-OPERATED FACILITIES, PROVIDED DIRECT CONSULTATIONS AND TELEPHONE CONSULTATIONS, CONDUCTED ONSITE TRAINING FOR JAIL OFFICERS, AND REVIEWED BLUEPRINTS FOR JAIL CONSTRUCTION OR REMODELING. THIRTEEN JAILS RECEIVED 6 MONTH NOTICES FOR FAILURE TO COMPLY WITH STANDARDS. EXTENSIVE APPENDIXES PRESENT DETAILED STATISTICS FOR EACH INSTITUTION. (CFW)
