In accordance with the Unified Code of Corrections (Illinois Revised Statutes, Chapter 38, Section 1005-5-4.3), statistical information is provided for time served and sentences imposed by offense and offense class for the years 1978 through 1989.
Abstract
Data are provided in three sections which depict the key components of incarceration in the Illinois Department of Corrections (DOC): impact on population; length of stay; and sentences imposed. The first section addresses the important factors behind an increasing prison population in Illinois and explains why this trend is expected to continue. An increase in the murder and class X and 1 populations resulting from determinate sentencing is noted as well as the impact of life, death, and sexually dangerous person sentences on the population. Changes in habitual offender, habitual child sex offender, and guilty but mentally ill populations are presented. In the second section, indications of the time inmates serve in prison is given as well as of the slow pace of releasing inmates sentenced under indeterminate sentencing. The impacts of the abolition of the forced release and misdemeanor admission policies are also shown. The third part provides data for sentencing patterns since 1978 and includes determinate, indeterminate, life, death, and sexually dangerous person sentences. The number of extended and shortened sentences are also reported by offense. Median sentences for major offenses are provided by judicial circuit, district, and geographic region. 2 figures and 45 tables
