THIS PLANNING MANUAL PROVIDES BASIC INFORMATION AND GUIDELINES FOR LOCAL GOVERNMENTS AND AGENCIES PLANNING FOR IMPLEMENTATION OF THE EMERGENCY 911 TELEPHONE NUMBER IN ILLINOIS.
Abstract
THE THREE-DIGIT TELEPHONE NUMBER, 911, HAS BEEN DESIGNATED AS THE 'UNIVERSAL EMERGENCY NUMBER' FOR PUBLIC USE THROUGHOUT THE UNITED STATES TO REPORT EMERGENCIES AND REQUEST EMERGENCY ASSISTANCE. IN 1975, THE ILLINOIS LEGISLATURE ORDERED THAT 911 SERVICE BE IMPLEMENTED IN ALL ILLINOIS COMMUNITIES BY 1985. THIS MANUAL PROVIDES ASSISTANCE TO LOCAL AREAS BY DESCRIBING A SYSTEMATIC PROCESS BY WHICH LOCAL GOVERNMENT, PUBLIC SAFETY AGENCIES, AND TELEPHONE COMPANIES CAN INTERACT WITH EACH OTHER AND WITH THE ILLINOIS COMMERCE COMMISSION IN DEVELOPING SYSTEMS THAT ARE TAILORED TO LOCAL SITUATIONS WHILE MEETING STATE LEGISLATIVE REQUIREMENTS. DETAILED DESCRIPTIONS OF EIGHT PLANNING STEPS ARE CONTAINED IN THIS MANUAL. THESE STEPS INCLUDE: FORMATION OF LOCAL 911 COMMITTEES; NEEDS ASSESSMENT; MATCHING OF 911 HANDLING TECHNIQUES AND STANDARDS WITH LOCAL NEEDS; DETERMINING ALTERNATIVE 911 CONFIGURATIONS; DETERMINING MANAGEMENT TECHNIQUES; PREPARATION OF A PRELIMINARY PLAN; AND FINAL PLANNING AND IMPLEMENTATION. THE MANUAL ALSO CONTAINS A DISCUSSION OF THE MAJOR BENEFITS OF 911 TO ILLINOIS CITIZENS AND A SET OF NEARLY 400 LOCAL ALTERNATIVE 911 SYSTEMS. THIS MANUAL IS ONE OF THREE VOLUMES THAT PROVIDE, RESPECTIVELY, A BASIS FOR STATE, LOCAL, AND TELEPHONE COMPANY PLANNING IN ILLINOIS.
