EXPLANATION OF THE GENERAL CRITERIA THAT THE ILLINOIS BOARD TAKES INTO ACCOUNT IN ARRIVING AT ITS PAROLE DECISIONS.
Abstract
ILLINOIS STATUTES PROVIDE FOR THREE CIRCUMSTANCES UNDER WHICH THE BOARD SHALL NOT PAROLE A PERSON ELIGIBLE FOR PAROLE. THEY INCLUDE IF THERE IS A SUBSTANTIAL RISK THAT HE WILL NOT CONFORM TO REASONABLE PAROLE CONDITIONS, IF RELEASE AT THAT TIME WOULD DEPRECATE THE SERIOUSNESS OF HIS OFFENSE OR PROMOTE DISRESPECT FOR THE LAW, OR IF RELEASE WOULD HAVE A SUBSTANTIALLY ADVERSE EFFECT ON INSTITUTIONAL DISCIPLINE. THE BOARD CONSIDERS IN MAKING A PAROLE DETERMINATION DATA FROM THE SENTENCING COURT, SOCIAL EVALUATION, DEPARTMENT AND INSTITUTION REPORTS, A PAROLE PROGRESS REPORT, AND MATERIAL SUPPLIED BY OR ON BEHALF OF THE INMATE. ALSO REVIEWED ARE INFORMATION SUPPLIED BY THE OFFICE OF THE PROSECUTING STATE'S ATTORNEY AND, IF REQUESTED, A MEDICAL AND PSYCHOLOGICAL REPORT.
