THE ANNUAL REPORT OF THE ILLINOIS PRISONER REVIEW BOARD FOR THE PERIOD FROM FEBRUARY 1, 1978 TO JANUARY 31, 1979 COVERS THE FIRST YEAR OF THE BOARD'S OPERATION.
Abstract
GOALS OF THE PRISONER REVIEW BOARD WHICH REPLACED THE PAROLE AND PARDON BOARD, ARE TO UPGRADE COMMUNICATION WITH THE ILLINOIS DEPARTMENT OF CORRECTIONS, TO UPGRADE INFORMATION SYSTEMS, TO IMPROVE DECISIONMAKING PROCEDURES, TO PROVIDE INPUT TO THE LEGISLATURE ON PAROLE ISSUES, AND TO EXPAND PROFESSIONAL DEVELOPMENT IN CORRECTIONS. AS AN INDEPENDENT AGENCY, THE BOARD CONSISTS OF 10 PERSONS APPOINTED BY THE STATE GOVERNOR. BOARD MEMBERS HAVE AT LEAST 5 YEARS OF EXPERIENCE IN THE FIELDS OF PENOLOGY, CORRECTIONS, LAW ENFORCEMENT, SOCIOLOGY, LAW, EDUCATION, SOCIAL WORK, MEDICINE, PSYCHOLOGY, OR OTHER BEHAVIORAL SCIENCES. AT LEAST 5 BOARD MEMBERS HAVE 3 OR MORE YEARS OF EXPERIENCE IN JUVENILE MATTERS. SEVEN PRIMARY DUTIES OF THE BOARD ARE TO: (1) HEAR CASES OF PRISONERS, INCLUDING THOSE ELIGIBLE FOR PAROLE; (2) DETERMINE CONDITIONS OF PAROLE AND THE TIME OF DISCHARGE FROM PAROLE, IMPOSE SANCTIONS FOR VIOLATION OF PAROLE, AND REVOKE PAROLE WHEN NECESSARY; (3) DETERMINE CONDITIONS OF MANDATORY SUPERVISED RELEASE AND THE TIME OF DISCHARGE FROM MANDATORY SUPERVISED RELEASE AND REVOKE MANDATORY SUPERVISED RELEASE WHEN NECESSARY; (4) HEAR AND DECIDE CASES BROUGHT BY THE DEPARTMENT OF CORRECTIONS AGAINST PRISONERS IN THE CUSTODY OF THE DEPARTMENT FOR ALLEGED VIOLATION OF DEPARTMENT RULES WITH RESPECT TO GOOD CONDUCT CREDITS; (5) SET RELEASE DATES FOR CERTAIN PRISONERS; (6) HEAR ALL REQUESTS FOR PARDON, REPRIEVE, OR COMMUTATION AND MAKE RECOMMENDATIONS; AND (7) RESTORE GOOD CONDUCT CREDITS PREVIOUSLY REVOKED UPON RECOMMENDATION OF THE DEPARTMENT OF CORRECTIONS. ACTIVITIES OF THE BOARD DURING ITS FIRST YEAR ARE DETAILED AS THEY CONCERN DECISIONMAKING, RELEASE DATES, THE REVOCATION OF GOOD CONDUCT CREDITS, BUDGETING, EARLY RELEASE, TRAINING, JUVENILE PAROLE, ADULT PAROLE, REHEARING REQUESTS, AND JUVENILE CASE REVIEWS.
