THE STANDARDS, WHICH ARE DESIGNED TO HELP LOCAL ILLINOIS COURTS AND CORRECTIONS PERSONNEL DEAL WITH YOUTHFUL OFFENDERS, COVER INTAKE, DETENTION PROCEDURES, PERSONNEL, PHYSICAL FACILITIES, DISCIPLINE, AND RIGHTS OF JUVENILES.
Abstract
THREE CONDITIONS OF DETAINED STATUS ARE RECOGNIZED: SUPERVISION WITHOUT CONFINEMENT, DETENTION IN A FACILITY INDEPENDENT FROM A JAIL, AND, AS THE LAW ALLOWS, CONFINEMENT IN A LOCKUP OR JAIL. THESE GUIDELINES PRIMARILY DEAL WITH PHYSICAL DETENTION, ALTHOUGH THE SECTION ON JUVENILE RIGHTS AND THE SECTION ON THE PHILOSOPHY OF TREATMENT DEAL WITH SUPERVISION WITHOUT CONFINEMENT. THE STANDARDS COVER BOTH THOSE ASPECTS OF DETENTION WHICH ARE MANDATORY (E.G., CORPORAL PUNISHMENT IS FORBIDDEN) AND THOSE WHICH ARE HIGHLY RECOMMENDED (ACTIVE ATTEMPTS TO PROVIDE COUNSELING, PLANNED ACTIVITY PERIODS). RECORDKEEPING, HEALTH CARE, DEALING WITH PARENTS OR GUARDIANS, AND SUITABLE PENALTIES FOR RULES INFRACTIONS ALSO ARE COVERED. A FINAL SECTION CONTAINS GENERAL COMMENTS AND RECOMMENDATIONS FOR LOCAL AUTHORITIES. THE STANDARDS WERE DEVELOPED BY THE ILLINOIS DEPARTMENT OF CORRECTIONS THROUGH ITS BUREAU OF DETENTION STANDARDS AND SERVICES.
