This futures study examined the impact of the Air Quality Management Plan on California law enforcement in the South Coast Air Basin by the year 1995 with a particular emphasis on California Highway Patrol planning. The plan calls for the attainment of all Federal and State air health standards by the year 2007 with other air quality mandates by 1997 and 1998.
Abstract
Several trends relevant to this issue were identified: legislated environmental law enforcement; the population and traffic congestion of the area in question; enforcement duties of the California Highway Patrol; vehicle travel regulations; fuel availability; and truck travel restrictions. Normative, exploratory, and hypothetical scenarios were developed from the forecast data. The strategic management plan developed in this study consisted of a situational analysis of the environmental threats and opportunities and the internal strengths and weaknesses of the Highway Patrol, a list of stakeholders, and a policy delphi. The transition management plan identified the critical mass and their commitment level to the plan, as well as a transition management structure. The author concluded that motor vehicle travel must be reduced in order to improve air quality in the South Coast Air Basin. 9 notes and 13 appendixes
