FINDINGS AND RECOMMENDATIONS OF THE COMMITTEE CONCERNING THEFT AND PILFERAGE LOSSES IN AIR CARGO SHIPMENTS.
Abstract
THE COMMITTEE FOUND THREE OUTSTANDING WEAKNESSES IN THE CONTROL OF THIS KIND OF CRIME. THE MOST NOTABLE WAS THE ABSENCE OF PROVISIONS FOR SYSTEMATIC DATA COLLECTION TO AFFORD GUIDANCE IN THE DESIGN OF PREVENTIVE MEASURES. OTHER WEAKNESSES WERE THE OVERLAPPING OF LAW ENFORCEMENT JURISDICTIONS AND THE PASSIVE ATTITUDES OF AIR CARRIERS TOWARD SECURITY MEASURES AND REPORTING LOSSES. RECOMMENDATIONS ARE MADE FOR THE COLLECTION OF DATA, UNDER THE AEGIS OF THE CIVIL AERONAUTICS BOARD (CAB), CONCERNING THE KIND AND VALUE OF CARGO DAMAGED, MISSING, OR STOLEN. ALSO RECOMMENDED ARE - CAB INVESTIGATION INTO CARRIER LIABILITY, IMPROVEMENT AND REGULATION OF PACKAGING, MINIMAL PHYSICAL SECURITY STANDARDS OF AIRCARGO FACILITIES AT ALL UNITED STATES AIRPORTS ENGAGED IN INTERSTATE AND INTERNATIONAL AIR COMMERCE, ASSISTANCE AND ENCOURAGEMENT OF EFFORTS IN THE PRIVATE SECTOR (SUCH AS AIRPORT SECURITY COUNCILS), AND INCREASING THE PUBLIC AWARENESS OF AIR CARGO SECURITY.
