THIS REPORT STUDIES THE CRIMINAL JUSTICE SYSTEM AS IT AFFECTS AND IS AFFECTED BY NARCOTICS USERS WITH THE AIM OF REDUCING ADMINISTRATIVE COSTS THROUGH MORE EFFICIENT METHODS OF DEALING WITH HEROIN ADDICTS WHO ARE ARRESTED.
Abstract
THE FIRST SECTIONS ANALYZE THE ARRESTS AND CASE DISPOSITIONS OF DRUG LAW VIOLATORS AND HEROIN ADDICTS ARRSTED ON NON-DRUG CHARGES. THE LATTER SECTIONS EXAMINE THE COSTS AND BENEFITS TO THE CRIMINAL JUSTICE SYSTEM OF DIVERTING ADDICTS INTO TREATMENT PROGRAMS, EITHER IN LIEU OF, OR AS PART OF THEIR SENTENCES. (AUTHOR ABSTRACT)
