The Illinois Impact Incarceration Program (IIP) provides a prison alternative for first-time offenders under the age of 30. This intervention program is designed to stimulate lawful behavior in youthful offenders by emphasizing responsibility and positive self-concept while addressing the issues that often underlie criminal behavior.
Abstract
This report outlines the major accomplishments of IIP and provides a statistical summary of the program participants. Another chapter describes the purpose, goals and objectives, and programs of the IIP. IIP services include substance abuse counseling, education, life skills, parole preparation, post release, and cooperation with other State agencies. Early evidence suggests that the IIP is quite successful. Of 1,452 inmates referred to the program, 71 percent have completed it and less than 10 percent of the graduates have been returned to prison. All were returned because of technical violations. The program has helped alleviate prison overcrowding by shortening the time to serve for successful participants. 6 appendixes
