This future study consists of a journal article and technical report focusing on the impact of urbanization on rural northern California sheriff's departments by the year 2002.
Abstract
The study identifies five trends that will emerge over the next decade: annexation and incorporation of unincorporated areas, open land conversion, contracting, job duty focus, and gang-related crimes. Several high-probability events would impact significantly on the operation of sheriff's departments in northern California: a city annexes 20 percent of a sheriff's patrol area, a small city incorporates, light rail opens, a building moratorium is passed by voters, and a pro-growth county supervisor is elected. The journal article included here outlines a strategic plan with specific strategies to deal with the issue; the transitional management plan endorses a management structure for transition and supporting technologies. The author's policy recommendations emphasize political opposition to loss of service area and development of alternative service markets. 5 tables, 13 notes, 19 references, and 5 appendixes
