This hearing on the implementation of the 1982 Federal Pretrial Services Act considers the impact of the act over the 18-month initial test period.
Abstract
The Honorable Gerald Tjoflat, judge of the U.S. Court of Appeals for the 11th Circuit and Chairman of the Judicial Conference's Committee on the Administration of the Probation System, reports on progress thus far in implementing the act. He indicates that the Administrative Office of the U.S. Courts has recommended that 17 of the 93 districts affected by the act establish separate pretrial services units with a view toward receiving appropriations for hiring new probation officers to perform pretrial services. The Administrative Office has recommended that 64 districts deliver pretrial services through existing probation offices without receiving additional appropriations. Eleven districts have received no firm recommendations. The record of the delivery of pretrial services is reported to be spotty. Judge Tjoflat and the Chairman of the House Subcommittee on Crime discuss the intention of the act regarding appropriations for pretrial services and the function of the 18-month test period.
