Abstract
'THE THESIS OF THIS REPORT IS THAT CONTROL, AN ELEMENT BASIC TO MANAGEMENT CAN BE GREATLY FACILITATED THROUGH THE DEVELOPMENT AND IMPLEMENTATION OF A STAFF INSPECTION SYSTEM'. THIS ENTAILS THE DETAILED OBSERVATION AND ANALYSIS OF EACH UNIT OR DIVISION, AND A REPORT OF THE FINDINGS IN ORDER TO KEEP THE HEAD OF THE DEPARTMENT INFORMED ABOUT THE OVERALL FUNCTIONING OF THE ORGANIZATION. THIS DOCUMENT OUTLINES THE NEED FOR STANDARDS AND RESOURCES AVAILABLE FOR THEIR APPLICATION, AND DISCUSSES THE STRENGTHS OF INSPECTION AS A TOOL OF CONTROL. THE REMAINDER OF THE PUBLICATION EXAMINES SIX BASIC STEPS INVOLVED IN THE IMPLEMENTATION OF A STAFF INSPECTION PROGRAM IN THE MASSACHUSETTS STATE POLICE DEPARTMENT. THESE STEPS INCLUDE SELECTION, NOTIFICATION, STAFFING, TRAINING, MEASUREMENT AND REPORTING, AND CORRECTION. A KEY RECOMMENDATION IN THIS REPORT IS THE APPOINTMENT OF A STAFF INSPECTOR.
