This report describes the obstacles that may be found in a change from the traditional policing style, where the focus is on response times and incidents, to the community policing style, where the focus is on citizen problems and concerns.
Abstract
Implicit in such a shift is a complete change in police culture yielding temporary imbalances in organization, management style, and territorial responsibility. Police resistance to these changes may be found especially in the detective and administrative branches. Police leaders are cautioned that new values cannot be communicated to others unless they themselves believe in these values. Appendix contrasts traditional vs community policing styles.
