PROGRESS IN PAROLE SELECTION, FOCUSING ON AN INFORMATION DEVELOPMENT PROGRAM, BUILT UPON THE UNIFORM PAROLE REPORTS SYSTEM AND AUGMENTED BY FEDERAL OFFENDER DATA.
Abstract
THREE YEAR LEAA FUNDED STUDY IS BEING CONDUCTED UNDER THE SUPERVISION OF THE UNITED STATES BOARD OF PAROLE, AND THREE OTHER ADVISORY BODIES. PROJECT GOALS INCLUDE THE 'DEFINITION OF PAROLING DECISION OBJECTIVES, ALTERNATIVES, AND INFORMATION NEEDS, AND THE MEASUREMENT OF RELATIONSHIPS BETWEEN OFFENDER INFORMATION AND PAROLE OBJECTIVES'. THE PROGRAM IS ALSO AIMED AT 'THE DEVELOPMENT AND VALIDATION OF BASE EXPECTANCY EXPERIENCE TABLES, AND THE DEVELOPMENT AND DEMONSTRATION OF PROCEDURES FOR RAPID RETRIEVAL OF OBJECTIVE INFORMATION.' THIS PROJECT IS UNIQUE BECAUSE, FOR THE FIRST TIME, THROUGH MODERN COMPUTERS, IT IS ABLE TO UPDATE OLD PAROLE PREDICTION TABLES DATA WITH CURRENT SOCIOLOGICAL FACTORS RELEVANT TO THE CHANGING 1971 CULTURE. OTHER GOALS INCLUDE THE ASSESSMENT OF THE UTILITY OF THE PROCEDURES DEVELOPED, AND THE DEVELOPMENT OF A PROGRAM FOR PAROLE INFORMATION DISSEMINATION. THE PRECEEDING OBJECTIVES WERE DIRECTED TOWARDS IMPROVING PAROLE DECISION MAKING, TO THE END THAT - (1) THE BOARD WILL RELEASE FROM PRISON THOSE WHO ARE PSYCHOLOGICALLY MATURE AND ABLE TO ADJUST TO COMMUNITY LIVING UNDER PAROLE SUPERVISION AND - (2) RETAIN THOSE WHO CANNOT 'PROVIDE SELF DIRECTION IN AN OPEN SOCIETY.'
