HANDBOOK PREPARED TO GUIDE OREGON STATE MANAGERS AS THEY IMPLEMENT A NEW EMPLOYEE APPRAISAL SYSTEM BASED ON THE CONCEPT OF 'MANAGEMENT BY OBJECTIVES'.
Abstract
THE NEW PERFORMANCE APPRAISAL SYSTEM SUGGESTS FOUR STEPS: (1) PRELIMINARY WORK PLANNING, (2) ESTABLISH COMMITMENTS TO GOALS, (3) PERIODIC WORK PROGRESS REVIEWS, (4) FORMAL EVALUATION COMPARING RESULTS WITH ORIGINAL GOALS. THE HANDBOOK OUTLINES THE MANAGERIAL AND SUPERVISORY ROLES WITHIN THIS CONCEPT. FOR PRACTICAL IMPLEMENTATION, IT CONTAINS STEP-BY-STEP PROCEDURES FOR DEVELOPING WORK PLANS, CONDUCTING PROGRESS REVIEWS, RECYCLING WORK SCHEDULES, AND DISCUSSING PERFORMANCE WITH EMPLOYEES. IT ALSO SUGGESTS APPROPRIATE ANSWERS FOR FREQUENTLY ASKED QUESTIONS ABOUT THE SYSTEM. THE APPENDIX CONTAINS EXAMPLES OF PERFORM APPRAISAL REPORTS, POSITION DESCRIPTIONS, AND WORK PLANS DRAWN FROM STATE AGENCIES CURRENTLY USING THE SYSTEM. (AUTHOR ABSTRACT MODIFIED)
