THIS ARTICLE ADDRESSES SEVERAL AREAS WHICH MUST BE CONSIDERED IN ESTABLISHING EDUCATIONAL PROGRAMS FOR INMATES AND DESCRIBES AN EXAMPLE OF THE SUCCESSFUL IMPLEMENTATION AND OPERATION OF SUCH A PROGRAM.
Abstract
AMONG THE FACTORS WHICH MUST BE EVALUATED BEFORE ESTABLISHING A PROGRAM ARE THE EDUCATIONAL GOALS, PRISONER ABILITY, STAFF MOTIVATIONS, AVAILABLE EDUCATIONAL RESOURCES, TYPES OF FACILITIES AVAILABLE, AND FUNDING SOURCES. AFTER CONSIDERING THESE ISSUES, THE AUTHOR STATES THAT ORGANIZATION OF THE ACTUAL PROGRAM CAN PROCEED. HOWEVER, IN ORGANIZING A PROGRAM, ADDITIONAL DECISIONS CONCERNING TIME, SPACE, TEACHERS, COURSES, COUNSELING, TESTING, PROGRAMMING, AND PLACEMENT MUST ALSO BE MADE. A DESCRIPTION OF THE SUCCESSFUL DEVELOPMENT OF THE LEARNING CENTER AT THE U.S. ARMY RETRAINING BRIGADE, FORT RILEY, KANSAS IS PROVIDED.
