This article describes the Incident Command Simulation Training (InCoSiT) Project which was developed to become a united program of preparedness for, response to, and recovery from major emergencies, disasters, and possible terrorist threats and activities.
Abstract
Government at all levels (Federal, State, and local) has primary responsibility for threats from foreign governments or government-like entities. The capability to quickly and effectively access data that can prevent an attack, minimize damage, and save lives is the key to the successful management of the incident. The Incident Command and Simulation Training (InCoSiT) Project was planned to develop and coordinate six types of programs capable of being structured into one united program of preparedness for, response to, and recovery from major emergencies, disasters, and potential terrorist threats and activities. This article presents and discusses the six programs, as well as training variations which entail exercise plans and procedures, gaming and simulation/data management, simulation training with geographic information systems (GIS), simulation training and spatial analysis in a GIS environment, and the use of a scalable system of software for geographic data creation, management, integration, analysis, and dissemination.
