MEMORANDUM EXAMINING DIFFERENT BRIEF INDEXING SYSTEMS AND DISCUSSING DESIGN AND MANAGEMENT CONSIDERATIONS WHICH AFFECT THE USEFULNESS OF SUCH SYSTEMS.
Abstract
THE MEMORANDUM IS BASED ON TWO SURVEYS WHICH REVEALED THAT FEWER THAN HALF OF THE STATES' ATTORNEYS GENERAL'S OFFICES EMPLOYED ANY TYPE OF BRIEF INDEXING SYSTEM AS WELL AS ADDITIONAL QUESTIONNAIRES AND TELEPHONE CALLS TO ATTORNEYS GENERAL'S OFFICES, INQUIRIES TO SELECTED PRIVATE LAW FIRMS, AND RELEVANT MANAGEMENT LITERATURE. INDEXING SYSTEMS CURRENTLY USED BY SOME STATES AND PRIVATE FIRMS ARE DESCRIBED. THE STEPS INCLUDED IN ESTABLISHING AN INDEX FILE ARE EXAMINED AND EXAMPLES FROM CURRENTLY OPERATING SYSTEMS ARE PROVIDED WHERE POSSIBLE. SYSTEM MAINTENANCE IS ALSO CONSIDERED.
