Abstract
THREE MAJOR CONSIDERATIONS GUIDED THE COMMISSION IN ITS DRAFTING OF PUBLIC DEFENDER LEGISLATION-ACHIEVING EFFECTIVE REPRESENTATION OF INDIGENT DEFENDANTS, ACHIEVING AN EQUITABLE CONCEPT OF ELIGIBILITY, AND ACHIEVING A MORE EQUITABLE ALLOCATION OF THE ECONOMIC BURDEN OF PROVIDING DEFENSE SERVICES. THE LEGISLATION IS ACCOMPANIED BY COMMISSION COMMENTARY EXPLAINING PROVISIONS WHERE NECESSARY.
