THIS 1978 ANNUAL REPORT DESCRIBES ACTIVITIES OF THE INDIANA ORGANIZED CRIME PREVENTION COUNCIL AND MEASURES INITIATED TO ACHIEVE GOALS RELATED TO THE PREVENTION OF ORGANIZED CRIME.
Abstract
THE COUNCIL'S OVERALL PROGRAM IS STRUCTURED TO DEVELOP, ON A VOLUNTARY BASIS, INTERJURISDICTIONAL COOPERATON BETWEEN LAW INFORCEMENT AND PRIVATE AGENCIES TO PREVENT, CONTROL, AND REDUCE THE INFLUENCE OF ORGANIZED CRIME. OBJECTIVES AND FUNCTIONS OF THE COUNCIL ARE TO PLAN, DEVELOP, AND COORDINATE STRATEGIES FOR THE CONTROL OF ORGANIZED CRIME; ASSIST STATE AND LOCAL AGENCIES IN IDENTIFYING OR DEVELOPING RESOURCES TO COMBAT ORGANIZED CRIME; COORDINATE ACTIVITIES OF PERSONNEL WITHIN THE STATE ASSIGNED TO COUNTERMEASURE PROGRAMS; ENCOURAGE RESEARCH TO IDENTIFY THE SIGNIFICANCE OF THE ORGANIZED CRIME PROBLEM IN THE STATE AND DEVELOP COUNTERMEASURES; DEVELOP A PUBLIC RELATIONS CAMPAIGN TO EXPLAIN TO THE GENERAL PUBLIC THE MAGNITUDE OF ORGANIZED CRIMINAL ACTIVITIES IN THE STATE; AND MAINTAIN LIAISON WITH FEDERAL AGENCIES AND OTHER STATES. CONSIDERATION IS GIVEN TO OPERATING PROCEDURES OF THE COUNCIL, THE STATE POLICE CRIME INFORMATION CENTER, TRAINING OF LAW ENFORCEMENT OFFICIALS, PROSECUTING ATTORNEYS, AND CRIMINAL ACTIVITIES (ARSON, NARCOTICS AND DANGEROUS DRUGS, AUTOMOBILE THEFT, GAMBLING, LOAN SHARKING, AND THEFT AND FENCING). A STATUS REPORT ON REGIONAL ORGANIZED CRIME INTELLIGENCE UNITS AS OF 1977 IS PRESENTED, AND FURTHER DIRECTIONS OF THE COUNCIL ARE DISCUSSED. AN APPENDIX CONTAINS THE EXECUTIVE ORDER CREATING THE COUNCIL. ILLUSTRATIONS AND DATA ARE INCLUDED. (DEP)
