THE ORGANIZATION OF A BASIC INDUSTRIAL SECURITY PLAN IS DESCRIBED, AND STEPS ARE OUTLINED FOR ESTABLISHING A SECURITY SYSTEM. DISASTER ORGANIZATION AND PROCEDURE IS DETAILED, AND SPECIFIC COUNTERMEASURES ARE CONSIDERED.
Abstract
THE FIRST STEP IN ORGANIZING A SECURITY PLAN IS THE IMPLEMENTATION OF A SECURITY SURVEY TO EVALUATE THE PRESENT STATUS OF A FACILITY. A GUIDE FOR CONDUCTING A SURVEY AND A SECURITY CHECKLIST ARE PROVIDED. THE GUARD FORCE IS THE MOST IMPORTANT ELEMENT IN MAINTAINING PHYSICAL SECURITY; ITS FUNCTIONS, SUPERVISION, EQUIPMENT NEEDS, AND EVALUATION ARE DISCUSSED. PHYSICAL MEASURES SUCH AS SECURITY AREAS, BARRIERS, PROTECTIVE LIGHTING, ALARM SYSTEMS, AND COMMUNICATION SYSTEMS ARE OUTLINED. CONTROL OF AUTHORIZED ENTRY IS CONSIDERED, ALONG WITH TRANSIT SECURITY. IT IS SUGGESTED THAT EMPLOYEES BE ENCOURAGED TO PARTICIPATE IN SECURITY MAINTENANCE, AND A PERSONNEL EDUCATIONAL PROGRAM IS DESCRIBED FOR THIS PURPOSE. THE BOOK CONSIDERS THE PROBLEMS OF DISASTER ORGANIZATION AND PROCEDURE. THE EMOTIONAL ASPECTS OF DISASTER CONTROL, SUCH AS THE REACTION TO DISASTER FATIGUE AND PSYCHONEUROSIS, ARE PRESENTED IN DETAIL. CONSIDERATION IS GIVEN TO PANIC, ITS CAUSES, AND METHODS OF PREVENTING IT. PLANNING FOR THE CONTINUITY OF MANAGEMENT AND THE PROCESSING AND TRAINING OF PERSONNEL TO SUCCEED IN SUCH INSTANCES OF DISASTER ARE OUTLINED, AND A COMPREHENSIVE MODEL PLAN FOR MEETING EMERGENICES IS PROVIDED. MEASURES FOR PERSONNEL CONTINGENCY AND FOR REPAIR AND RESTORATION OF THE PHYSICAL PLAN ARE DETAILED. SPECIFIC SECURITY PROBLEMS AND COUNTERMEASURES ARE CONSIDERED, INCLUDING NATURAL HAZARDS SUCH AS HURRICANES, EARTHQUAKES, AND FLOODS; FIRE AND FIRE PREVENTION; ESPIONAGE AND SABOTAGE; THEFT; STRIKES AND DEMONSTRATIONS; MANAGEMENT AND HOC DEMONSTRATIONS; AND RIOTS.
