This Fifth Annual Report to the Congress on the state of the Information Sharing Environment (ISE) is submitted in accordance with requirements in Section 1016(h) of the Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA), as amended, and Section 210D(c) of the Homeland Security Act of 2002, as amended.
Abstract
This report builds upon the mission-partner achievements highlighted in the 2010 report. It shows progress on ISE implementation by the bureaus and agencies of Federal, State, local, and tribal government, as well as private-sector and international partners. Achievements are evident in the terrorism and homeland security information sharing and access community. Individual agency initiatives qualify as best practices in information sharing and contribute to forming the fabric of the ISE. Successful partnerships have been developed between the Program Manager, Information Sharing Environment (PM-ISE) and Federal and non-Federal mission partners in the areas of counterterrorism, homeland security, and weapons of mass destruction (WMD). The PM-ISE facilitates the development of the ISE by bringing together mission partners and aligning business processes, standards and architecture, security and access controls, privacy protections, and best practices. Consistent with the direction and policies issued by the President and the Office of Management and Budget (OMB), the PM-ISE issues government-wide procedures, guidelines, instructions, and functional standards for the management, development, and proper operation of the ISE.
