Four years ago the Prison and Probation Service of Sweden began new ways of using computer information technology to handle offenders to improve efficiency and provide a good supply of information to all parts of the organization.
Abstract
Information systems for dealing with offenders differ from other systems in several ways. Among these are that they cannot be purchased ready for use from a supplier, they are a link in the criminal justice information system, data security issues are crucial, and changes are required when laws change. The system uses standard software. The information is gradually be transferred from the older mainframe computers to the newer network. The technical platform uses a local network, a server, and personal computers. A committee coordinates the information technology issues in the judicial system. The experience to date reveals that the work takes more time than planned, changing routines in the prison and probation administration is difficult, the supplier's knowledge and interest are important, and it is important to review the administrative and manual routines before using the systems.
