THE ORGANIZATION AND IMPLEMENTATION OF A COORDINATED, MULTIAGENCY, ORGANIZED CRIME STRIKE FORCE IN BRITISH COLUMBIA.
Abstract
IN THE SPRING OF 1974 THE COORDINATED LAW ENFORCEMENT UNIT (CLEU) WAS ESTABLISHED IN VANCOUVER, TO RESEARCH, INVESTIGATE, AND PROSECUTE ALL ACTS OF ORGANIZED CRIME. INCLUDED WITHIN THE ORGANIZATIONAL STRUCTURE ARE AN INVESTIGATIVE DIVISION, COMPRISED OF VANCOUVER AND ROYAL CANADIAN MOUNTED POLICE PERSONNEL, A LEGAL DIVISION STAFFED WITH REPRESENTATIVES OF THE ATTORNEY GENERAL'S DEPARTMENT, A POLICY AND ANALYSIS DIVISION THAT PROVIDES BOTH CRIME ANALYSIS AND SYSTEMS HARDWARE DEVELOPMENT AS WELL AS LEGAL AND POLICY RESEARCH RELATED TO THE OPERATION OF ORGANIZED CRIME. THIS REPORT OUTLINES A LARGE NUMBER OF THE SPECIFIC CRIMES AFFECTING THE VANCOUVER AREA CONCENTRATING ON DRUGS, GAMBLING, INSURANCE FRAUD, AND WATERFRONT RELATED CRIMES.
