A DESCRIPTION OF AN INMATE GRIEVANCE PROCEDURE WHICH HAS PROVEN SUCCESSFUL TO INMATES AND STAFF ALIKE AT KARL HOLTON SCHOOL IN STOCKTON, CALIFORNIA.
Abstract
A MEDIATION APPROACH WAS ADOPTED. CENTRAL TO THIS APPROACH IS A FRAMEWORK WITHIN WHICH INMATES AND STAFF WORK TOGETHER TO DETERMINE THE MERITS OF COMPLAINTS AND TO DESIGN JOINTLY RESOLUTIONS THAT ARE SATISFACTORY TO THE COMPLAINANT AS WELL AS TO THE GENERAL INMATE POPULATION AND STAFF. THE GRIEVANCE COMMITTEE CONSISTS OF TWO INMATES AND TWO LINE STAFF PERSONNEL AND A MAJORITY OF THREE IS NECESSARY FOR A DECISION. YOUTHS WITH COMPLAINTS MAY OBTAIN HELP IN FILING WRITTEN GRIEVANCES FROM INMATE CLERKS WHO MAINTAIN A RECORD OF FILED COMPLAINTS AND INFORM THE COMMITTEE CHAIRMAN OF SUBMITTED GRIEVANCES. EACH COMPLAINANT MAY HAVE A REPRESENTATIVE OF HIS CHOICCE TO HELP PRESENT HIS CASE TO THE COMMITTEE. OTHER DETAILS OF THE PROCEDURE ARE DISCUSSED.
