This handbook presents inmate rules and regulations for the Federal Intensive Confinement Center in Lewisburg, Pa., a voluntary, 6-month program of highly structured confinement.
Abstract
The program consists of a due process system of discipline, a strict daily regimen of physical training, labor-intensive work assignments, adult basic education, adult secondary education, vocational training, and drug and social skills counseling. Amenities such as televisions and radios are unavailable during the extended 6-day work week, and free time, visiting, and telephone access are restricted. The program's purpose is to place offenders in a highly structured, no-frills environment that will teach self-control and discipline, thereby reducing the potential for recidivism. Those who successfully complete the program will serve the remainder of their sentences in a community-based correctional facility until eligible for prerelease programming. This handbook provides inmates with information on the programs, operations, rules, and regulations of the center. It covers such topics as inspection procedures, correspondence procedures, visit regulations, inmate responsibilities, sick call procedures, center rules and regulations, food service, inmate discipline procedures, education programs, and inmate rights.
