This report discusses issues related to and a plan for a Wisconsin inmate work program.
Abstract
A statement of need for an inmate work program advises that it is necessary to prepare inmates for jobs upon release and also provide them constructive activities and achievement while in prison. The principal goals of the work initiative are to require all inmates to work for their room and board, to save taxpayers money through the use of inmate labor, to develop a balanced program of inmate work, and to provide opportunity for inmates to develop positive work patterns and skills. An assessment of current inmate work focuses on work release and prison industries, as well as factors that limit the expansion of prison industries. The report then outlines and describes the tasks necessary to implement the proposed work initiative. The tasks are to pass enabling legislation that will facilitate the growth of prison industries or enterprises without threatening existing businesses in the State; develop public/private joint ventures; expand existing prison industries; expand the community service program; structure institution jobs and assignments; and establish pre-release employment relationships.
