This strategic plan discusses the history of inmate work programs in the Oregon Department of Corrections; the current status of the programs; and the plans for meeting the mandate of Ballot Measure 17 passed in 1994, which requires the department to involve inmates in work and training activities 40 hours each week.
Abstract
The ballot measure also requires the department to operate the inmate work programs in a businesslike fashion and to use all income generated only for implementing, maintaining, and developing work programs. The strategic plan notes that safety and security considerations, administrative processes, and administrative policies and controls currently slow or prevent the growth of inmate work programs and Measure 17 compliance. Sound business practices must be developed to achieve compliance. In addition, inmate work programs must engage the legislature and State administrators in the department's strategic plans, so that legislative support and funding for capital infusion will occur at the appropriate times. The agency will steadily implement increased compliance as funds are appropriated, legal counsel allows, administrative policy shifts, and effective business practices can be implemented to develop new and stronger markets.
