THIS IS THE THIRD-YEAR REPORT ON THE BULLDOG MANPOWER SERVICES PROGRAM, A WORK PROGRAM FOR OFFENDERS AND EX-OFFENDERS IN LONDON, ENGLAND. TRADITIONAL METHODS.
Abstract
SPONSORED BY THE INNER LONDON PROBATION AND AFTER-CARE SERVICE, THE AIM OF THE BULLDOG PROGRAM IS TO CREATE A REALISTIC WORK SITUATION TO SOLVE THE PROBLEMS OF CLIENTS' UNEMPLOYABILITY. REGULAR ATTENDANCE, IMPROVED PERFORMANCE, AND A REALISTIC ATTITUDE TOWARD AUTHORITY AT THE WORK SITE ARE STATED AIMS. FOR EMPLOYEES, THE OBJECTIVE IS EVENTUAL PLACEMENT IN REMUNERATIVE WORK OUTSIDE THE PROGRAM WITHIN 6 MONTHS. BULLDOG HAS EXPANDED FROM A SINGLE UNIT IN 1976 TO 4 UNITS WITH A STAFF OF 17 IN 1978, AND IS EXPECTED TO HAVE A WORKFORCE OF 120 CLIENT-EMPLOYEES DIVIDED EQUALLY AMONG THE 4 LONDON DIVISIONS. THE PROGRAM HAS BEEN INVOLVED IN 80 RENOVATION PROJECTS AND RESTORATION OF RESIDENTIAL PROPERTIES FOR LOCAL AUTHORITIES AS WELL AS WITH CLEANING, GARDENING, AND CONSERVATION. MORE EMPHASIS HAS BEEN PLACED ON THE LIAISON BETWEEN INDUSTRY AND THE PROBATION AND AFTERCARE SERVICE AS WELL AS ON POSTPROGRAM EMPLOYMENT FOR CLIENTS. INCREASED INTEREST IN BULLDOG BY PROBATION OFFICERS THROUGHOUT THE INNER LONDON AREAS HAS ATTESTED TO THE PROGRAM'S STEADY PROGRESS IN ACHIEVING ITS GOALS. APPENDICES INCLUDE A LIST OF STAFF, CRITERIA FOR EMPLOYMENT, EMPLOYEE STATISTICS, AND THE STRUCTURE OF BULLDOG. (MJW)
