A BRIEF HISTORY OF FEDERAL FUNDING FOR THE CRIMINAL JUSTICE SYSTEM NATIONALLY AND PARTICULARLY IN SYRACUSE IS TRACED, AND A SYRACUSE TEAM POLICING EFFORT AND THE USE OF PLAINCLOTHES MEN IN SCHOOLS ARE DISCUSSED.
Abstract
THE BACKGROUND OF THE ESTABLISHMENT OF LEAA IS BRIEFLY DISCUSSED, AND THE CONTROVERSIES CONCERNING ITS EFFECTIVENESS ARE SKETCHED. IT IS NOTED THAT LOCALITIES, HAVING BEEN INITIALLY LURED BY FEDERAL FUNDS, NOW DEPEND ON LEAA TO SUPPORT NOT ONLY EXPERIMENTAL PROGRAMS BUT ALSO CURRENT OPERATIONS AND CAPITAL NEEDS, DUE TO LOCAL FUNDS BEING VICTIMIZED BY INFLATION. IT IS ACKNOWLEDGED THAT THIS PERSPECTIVE REFLECTS THE SITUATION IN SYRACUSE. THE INCLUDED CASE STUDIES OF PROGRAMS CONSIDERED INNOVATIVE IN THE SYRACUSE POLICE DEPARTMENT ARE THE CRIME CONTROL TEAM, A TEAM POLICING EFFORT, AND THE SCHOOL INFORMATION AND RESOURCE PROGRAMS, AN EFFORT TO CONTROL SCHOOL VIOLENCE BY PLACING PLAINCLOTHES POLICE OFFICERS IN JUNIOR HIGH AND HIGH SCHOOLS. THE IMPLEMENTATION AND OPERATION OF EACH ARE DESCRIBED. (RCB)
