DESCRIPTION OF THE DEVELOPMENT OF ALTERNATIVE (TO INSTITUTIONALIZATION) TREATMENT INTERVENTION SYSTEMS FOR JUVENILE DELINQUENTS AND OFFENDERS BY THE NEW YORK STATE DIVISION OF YOUTH.
Abstract
THE FOUR BASIC PROGRAM APPROACHES IMPLEMENTED WERE DESIGNED TO OFFER DIFFERENTIAL TREATMENT TECHNIQUES FOR YOUTHS WITH PROBLEMS RANGING FROM GRADATIONS OF IMMATURITY TO DEEP-SEATED CONFLICTS MANIFESTED, IN PART, IN DELINQUENT BEHAVIOR. THEY INCLUDED CONSERVATION CAMPS, A SHORT-TERM ADOLESCENT RESIDENT TRAINING (START) PROGRAM, AN URBAN HOME PROGRAMS, AND A SHORT-TERM AID TO YOUTH (STAY) PROGRAM. PROGRAM PHILOSOPHY STRESSES HELPING YOUTHS TO RECOGNIZE AND ACCEPT THEIR OWN WORTH AND POTENTIAL, MAXIMUM YOUTH CONTACT WITH THE REAL WORLD, YOUTH INVOLVEMENT IN PROGRAMS OF SERVICE TO OTHERS, YOUTH ACCEPTANCE OF RESPONSIBILITY, AND COMMUNITY ACCEPTANCE. INNOVATIONS IMPLEMENTED SINCE PROGRAM DEVELOPMENT INCLUDE EMPLOYMENT OF FORMER OFFENDER GRADUATES IN THE PROGRAMS, CLUSTER PROGRAMMING, AFTERCARE TEAMS, AND SATELLITE CAMPS FOR YOUNGER YOUTH. THIS ARTICLE ALSO DISCUSSES STAFF ORIENTATION AND ROLES AND PROGRAM RESEARCH AND EVALUATION.
