A LIST OF 24 RECOMMENDATIONS FOR CHANGE AND OUTLINES FOR A NEW CORRECTIONAL SYSTEM WHICH RESULTED FROM COMMENTS RECEIVED ON THE FIFTEEN YEAR PLAN FOR CORRECTION.
Abstract
AFTER COMPLETION OF THE FIFTEEN YEAR PLAN, THE GOVERNOR OF VIRGINIA FORWARDED SOME 100 COPIES TO OFFENDER AID AND RESTORATION (OAR). OAR'S BUSINESS IS TO MOBILIZE VOLUNTEERS TO WORK IN THE STATE'S JAILS. OAR SENT COPIES OF THE PLAN TO OAR VOLUNTEERS AND OTHER KNOWLEDGEABLE PERSONS AND ASKED THEM FOR THEIR COMMENTS. A TOTAL OF 82 SETS OF COMMENTS WERE RECEIVED. IN GENERAL, IT WAS RECOMMENDED THAT A LESS INSTITUTIONAL, LOWER COST, AND MORE COMMUNITY-BASED CORRECTIONAL SYSTEM BE IMPLEMENTED. MOST OF THE COMMENTS RECEIVED FELL INTO 24 AREAS FOR CHANGE, WHICH ARE REPORTED IN THIS DOCUMENT. AMONG THE AREAS DISCUSSED ARE PROBATION AND PAROLE SERVICES, COMMUNITY CORRECTIONS, USE OF VOLUNTEERS, PRE-TRIAL DETENTION, DIFFERENTIAL TREATMENT, VICTIMLESS CRIMES, TREATMENT OF WOMEN OFFENDERS, RESEARCH AND EVALUATION, AND STAFF TRAINING. TWO CONTROVERSIAL AREAS - THE PAROLE BOARD AND SENTENCING - ARE ALSO DISCUSSED. APPENDED ARE A LIST OF CONTRIBUTORS AND A TABLE OF CURRENT VERSUS RECOMMENDED POPULATION AND COST.
