DISCUSSION OF A MODEL OFFICER - ONE WITH PROFESSIONAL, HUMAN RELATIONS, COMMUNITY RELATIONS, AND LAW ENFORCEMENT ORIENTATIONS.
Abstract
TO INSTITUTE THIS PROTOTYPE, PERSONNEL SHOULD BE RECRUITED, TRAINED, EVALUATED AND REWARDED ON THE BASIS OF THOSE FOUR CRITERIA. THE FULL-SERVICE OFFICER WOULD BE MOST BENEFICIAL IN SUCH AREAS AS NEIGHBORHOOD POLICING AND PATROL, YOUTH AID, AND RAPE INVESTIGATION AND ANALYSIS. THE FULL-SERVICE CONCEPT WOULD RECOGNIZE AND LEGITIMIZE THE 80-90 PERCENT OF THE POLICE OFFICER'S ROLE WHICH CONSTITUTES SERVICE RATHER THAN LAW ENFORCEMENT FUNCTIONS.
