This manual presents the Massachusetts procedures governing parole decisionmaking and hearings and summarizes the Massachusetts laws, regulations, and court decisions underlying parole procedures.
Abstract
An introductory section explains the functions of the Massachusetts Parole Board. Parole eligibility requirements Parole Board. Parole eligibility requirements for State prisons and for specific institutions are listed. The aggregation of sentences for parole purposes is explained, and the 1977 revision of the policy on concurrent sentences is discussed. Regular parole procedures, the parole hearing, the terminology and definitions used in communications of parole board decisions, and communication of these decisions are outlined. Reasons for denial of parole, adverse decisions, appeals of adverse decisions, and reconsideration of decisions are summarized. Guidelines for institutional revocation hearings, early consideration of parole, provisional rescission and rescission of parole dates, and split and forthwith sentences are given. Other sections cover pardons and commutations of sentences, disclosure of records, and the nature of Massachusett's participation in an interstate compact. The use of hearing officers in parole hearings is explained. A chart on parole eligibilities relating to drug laws is included.
