A HANDBOOK DESIGNED AS AN AID IN TRAINING POLICE PLANNERS ABOUT THE USE OF HYPERCUBE COMPUTER PROGRAMS FOR EVALUATING POLICE BEAT STRUCTURES AND PATROL DEPLOYMENT POLICIES IS PRESENTED.
Abstract
THE HANDBOOK, WHICH IS TO BE USED AS PART OF A BRIEF TRAINING PROGRAM, COVERS CONCEPTS APPLICABLE TO PLANNING POLICE FIELD OPERATIONS; CRITERIA USED TO COMPARE ALTERNATIVE PATROL DISTRICT DESIGNS; THE ADVANTAGES, LIMITATIONS, AND BASIC ASSUMPTIONS OF THE HYPERCUBE METHOD; A DESCRIPTION OF INPUT DATA REQUIRED BY HYPERCUBE COMPUTER PROGRAMS AND OF METHODS FOR OBTAINING THE DATA; PROCEDURES FOR OPERATING THE PROGRAMS BY USING A TIME-SHARE COMPUTER SERVICE ACCESSED VIA TELEPHONE BY AN ELECTRONIC DATA TERMINAL (HOW TO INPUT DATA, HOW TO INTERPRET OUTPUT STATISTICS, HOW TO MODIFY DISTRICT DESIGNS); AND INSTRUCTIONS FOR USING THE HYPERCUBE PROGRAMS TO RESOLVE POLICY ISSUES MORE COMPLEX THAN LOCATION OF PATROL DISTRICT BOUNDARIES (E.G., COMPARING FIELD PERFORMANCE WHEN PATROL CARS ARE ASSIGNED TO SPECIFIC DISTRICTS WITH PERFORMANCE WHEN THEY ARE NOT). A SERIES OF DISTRICT DESIGN EXERCISES IS INCLUDED, TOGETHER WITH REFERENCE CHARTS AND TABLES SUMMARIZING THE HYPERCUBE PROGRAMS' COMMAND TERMINOLOGY AND OUTLINING PROCEDURES FOR RUNNING THE PROGRAMS. SOME OF THE MATERIAL IS IN OUTLINE FORM AND IS TO BE SUPPLEMENTED WITH DETAILED DISCUSSION LED BY AN INSTRUCTOR. RELATED DOCUMENTS INCLUDE GUIDELINES FOR IMPLEMENTING THE HYPERCUBE SYSTEM (NCJ-44923), A REPORT OF THE FIELD EVALUATION OF THE SYSTEM (44922), AND A SUMMARY OF THE FIELD EVALUATION (NCJ-44924).
