Annotation

This session on the Integrated Criminal Apprehension Program (ICAP) presents highlights from documents that have been produced for ICAP to aid in ICAP implementation.

Abstract

The materials are being developed based on cities' experiences with ICAP. The contents of these documents are described and conference participants are urged to get copies and use them. The 'Crime Analysis Systems Manual' discusses data collection, analysis, and dissemination, while the 'Model Records Package' is designed to help police departments organize their records. The 'Crime Analysis Executive Manual' is written specifically for police chiefs. Also mentioned is the 'Intelligence Analysis Handbook.' Much attention is devoted to the 'Program Implementation Guide,' which outlines key implementation issues. ICAP is based on a decisionmaking model characterized by formal planning and empirical information. Advantages of the ICAP model are that it is simple, straightforward, durable, and transferable from (police) department to department. Discussion of various facets of ICAP implementation follows topics mentioned in the Guide.
