THE SECOND PHASE OF THE INTEGRATED CRIMINAL APPREHENSION PROGRAM (ICAP) INVOLVED ONSITE TECHNICAL ASSISTANCE VISITS TO 31 POLICE DEPARTMENTS TO ASSESS IMPLEMENTATION OF IMPROVED APPREHENSION TECHNIQUES.
Abstract
ICAP IS AN OUTGROWTH OF A NUMBER OF FEDERALLY SPONSORED POLICE RESEARCH PROGRAMS INVOLVING PATROL DEVELOPMENT, MORE EFFECTIVE MANPOWER DEPLOYMENT, INVESTIGATIVE MANAGEMENT, AND CRIMINAL ACTIVITY INFORMATION SYSTEMS. THE SECOND PART OF THE PROGRAM IS CONCERNED WITH TRANSLATING THIS RESEARCH INTO POLICE ACTION. TO ACCOMPLISH THIS, ONSITE VISITS AND EXTENDED CONSULTATIONS WERE HELD WITH 531 POLICE DEPARTMENTS WHICH HAD VOLUNTEERED TO BE PART OF THE ICAP DEVELOPMENT PROCESS. CONCEPTS WHICH HAD BEEN ADOPTED BY THESE DEPARTMENTS INCLUDED IMPROVED PRELIMINARY AND FOLLOWUP INVESTIGATIONS BY PATROL OFFICERS, BEAT MANAGEMENT AND BEAT PROFILING, TACTICAL CRIME PREVENTION, USE OF SOLVABILITY FACTORS IN CASE SCREENING, AND SUCH DETERRENT AND APPREHENSION PATROL TACTICS AS DIRECTED PATROL AND SPLIT FORCE PATROL. OTHER OPERATIONS INCLUDED ANTIFENCING DIVISIONS, WARRANT SERVICE SYSTEMS, AND CAREER CRIMINAL PROSECUTION UNITS. DETAILED CHARTS SHOW THE USE OF VARIOUS TACTICS BY EACH DEPARTMENT AND COMPARE DEPARTMENTS IN SUCH COMMON AREAS AS TRAINING AND DEVELOPMENT OF VICTIMIZATION DATA FOR CRIME STRATEGY PLANNING. A SCHEMATIC DIAGRAM PRESENTS THE ICAP PROGRAM MODEL AND LOGIC FLOW. DISCUSSION OF FINDINGS AT THE TIME OF SITE VISIT IS PRESENTED FOR: (1) CRIME ANALYSIS (COMPLETE AND ACCURATE CRIME DATA BROKEN DOWN GEOGRAPHICALLY AND BY OFFENSE, ARREST PATTERN DATA, AND USE OF SUCH DATA BY PATROL OFFICERS); (2) PATROL OPERATIONS; (3) TACTICAL UNITS/INVESTIGATIONS (INCLUDING COORDINATION AND STRATEGY PLANNING); (4) RECORDS; (5) COMMUNICATIONS; (6) DATA PROCESSING; AND (7) TRAINING. CHECKLISTS USED DURING THE EVALUATION VISITS ARE INCLUDED. STRATEGY FOR EXTENDING THE ICAP PROGRAM NATIONALLY IS DISCUSSED. (GLR)
