An integrated strategic approach to managing community corrections within the Correctional Service of Canada (CSC) is described; goals of the approach are to provide safe reintegration of and ongoing support for offenders in the community.
Abstract
The approach integrates and builds on existing initiatives and provides information on the programming and service infrastructure required for community corrections. The approach also involves volunteer support networks, expanded partnerships with provinces and other community organizations, and collaboration between regional and local managers and community and government partners to develop support networks for offenders and encourage broader community participation. Specific components of the approach are detailed with respect to community-based corrections, parole officer time with offenders, the need for community beds, partnerships with the nonprofit sector, parole officer workloads, long-term supervision orders, and regional reintegration proposals. Recommendations are offered to ensure the integrated strategic approach meets the needs of the CSC over the next 5 years. Information is also provided on the Canadian Criminal Justice Association, provisions of the Corrections and Conditional Release Act of 1992, CSC clients, and CSC operations and policies.
