This performance update for grantee activity under the Intellectual Property Theft Enforcement Program (IPEP) covers the period of July-December 2012.
Abstract
The purpose of the IPEP is to increase the ability of State and local criminal justice entities to prevent and prosecute Intellectual Property (IP) crimes. IPEP provides funding for IP crime enforcement, investigations and prosecutions, as well as the training of both law enforcement professionals and the purchase of equipment needed to conduct forensic analysis of evidence in IP cases. This updated performance report contains information provided by grantees for July-December 2012. Grantee reports indicate that they seized just over $6 million in merchandise in October-December 2012 and have seized more than $157 million in cash and assets since the beginning of the Federal fiscal year (FY) 2011. Grantees made significantly more arrests for IP crimes in October-December 2012 than in the previous quarter. This increase was driven by one grantee who accounted for nearly 71 percent of the arrest reported in the first quarter of FY 2013. The retail value of merchandise seized was substantially higher in July-September 2012 compared with the value reported in October-December 2012. Two grantees reported large seizures in the fourth quarter of FY 2012, accounting for the significant increase reported that quarter. Each grantee provided data on the following performance measures: number of arrest for IP crimes, cash seized in association with IP crime investigations, and the retail value of merchandise seized during IP investigations. Data are also provided on grantee training conducted for law enforcement professionals and members of the public on IP crime laws. Tables and figures
