FINAL REPORT ON A PROJECT TO PROVIDE EX-OFFENDERS WITH PRE-EMPLOYMENT COUNSELING AND TO FIND JOBS FOR THEM; THE PROJECT WAS BASED IN ATLANTA (GA).
Abstract
IN ORDER TO ACHIEVE PROJECT GOALS, FOUR COUNSELORS AND TWO JOB DEVELOPERS WERE HIRED, AND CLIENTS WERE SOLICITED FROM CORRECTIONS, PROBATION, AND PAROLE AGENCIES IN THE STATE. THE EVALUATION METHODOLOGY INVOLVED THE COUNTING OF CLIENTS SERVED, PLACEMENTS MADE, AND CLIENT RECIDIVISM. A TOTAL OF 140 CLIENTS WERE SERVED, 63 PERCENT OF WHOM WERE PLACED IN JOBS. ONE OF THE MAJOR PROBLEMS WAS THE ECONOMIC DEPRESSION OF THE COUNTRY AND ITS EFFECT ON THE UNEMPLOYMENT RATE. JOBS WERE SCREENED SO THAT SALARIES WOULD BE ADEQUATE, WORKING CONDITIONS WOULD BE SUITABLE, AND THERE WOULD BE A POTENTIAL FOR UPWARD MOBILITY.
