THE PURPOSE OF THIS REPORT IS TO BEGIN A CONCLUSIVE EVALUATION OF INTENSIVE SPECIAL PROBATION (ISP) PROGRAMS BY SYSTEMATICALLY ASSESSING THE KNOWLEDGE THAT HAS BEEN OR CAN BE GAINED FROM THEM.
Abstract
OVERALL EVALUATION RESULTS COLLECTED AS PART OF THE BACKGROUND RESEARCH AND SITE VISITS ARE CRITICALLY REVIEWED. DISCUSSION FOCUSES ON THE BROAD DIFFICULTIES OF INTERPRETING AND DRAWING CONCLUSIONS FROM THE ISP RESULTS. DETAILED DISCUSSION OF THE DEFINITIONS AND MEASURES APPROPRIATE IN ISP EVALUATION IS ALSO INCLUDED. THE VARIOUS PROBATION PROJECT ASSUMPTIONS LEADING TO AN INCREASE IN THE INTENSITY OF PROBATION SUPERVISION ARE COVERED. THE EFFECTIVENESS OF ISP PROGRAMS AS MEASURED BY RECIDIVISM IS EVALUATED FROM A COST EFFECTIVENESS PERSPECTIVE. FOR THE OTHER SIX SECTIONS OF THIS PROJECT, SEE NCJ-40511, 40512, AND 40514-40517....MSP
