THIS DOCUMENT DISCUSSES THEORETICAL, OPERATIONAL, MEASUREMENT, AND EVALUATION ISSUES CONCERNING INTENSIVE SPECIAL PROBATION (ISP), THE SUPERVISION OF ADULT OFFENDERS BY PROBATION WORKERS WITH SMALL CASELOADS.
Abstract
THIS REPORT INCLUDES A BRIEF HISTORY OF PROBATION AND ISP AND EXTENSIVE COVERAGE OF RELATED ISSUES. MAJOR ISSUES ARE THE CHOICE OF TREATMENT OR INTERVENTION METHODS, THE RECIPIENTS OF SERVICES, TYPES OF DESIRED AND ACHIEVED RESULTS, AND THE CONDITIONS UNDER WHICH PROBATION OCCURS. MANY SUB-ISSUES ARE DISCUSSED UNDER THESE CATEGORIES. MEASUREMENT ISSUES RELATED TO THE PROCESS ARE PRESENTED, SUCH AS RECIDIVISM, EMPLOYMENT SUCCESS, AND COST EFFECTIVENESS. RESEARCH DESIGNS ACTUALLY USED IN EVALUATION ARE DESCRIBED, AND PAST CASELOAD RESEARCH FINDINGS ON REDUCED WORKLOAD AND SPECIAL TREATMENT ARE REVIEWED.
