Abstract
ON THE BASIS ON PAST EVALUATION EFFORTS AND THOSE TAKING PLACE WITHIN THE SITES VISITED (SEE NCJ-40516), ADDITIONAL EVALUATION IS JUSTIFIED. SOME 25 AREAS OF INSUFFICIENT KNOWLEDGE ARE PRESENTED, AND THE BENEFITS OF OBTAINING THIS KNOWLEDGE ARE GIVEN. THREE PHASE II DESIGN OPTIONS ARE PRESENTED, SCORED, AND COMPARED. THE ISSUE OF FUNDING AN EXISTING PROJECT OR FUNDING A NEW PROJECT IS COVERED. THE ADVANTAGES AND DISADVANTAGES OF EACH ARE DISCUSSED. THE SPECIFIC EVALUATION DESIGN IS PRESENTED AND EXAMPLES OF THE REQUIRED DATA COLLECTION INSTRUMENTS ARE PROVIDED. FOR THE OTHER SIX SECTIONS OF THIS PROJECT, SEE NCJ-40511-40514 AND 40516-40517....MSP
