PAPER DEALING WITH THE GEOGRAPHICAL ALLOCATION OF POLICE PERSONNEL.
Abstract
INTERACTIVE COMPUTER MODELS ARE FORMULATED TO AID A POLICE PLANNER DESIGN PATROL SECTORS WHICH REPRESENT A GOOD BALANCE AMONG OFTEN CONFLICTING GOALS, E.G., RESPONSE TIMES, WORKLOADS. THE MODELS GUIDE THE DECISIONMAKER ITERATIVELY THROUGH A SERIES OF ALTERNATIVE SECTOR DESIGNS WHILE PROVIDING HIM WITH INFORMATION ABOUT A SPECTRUM OF PERFORMANCE MEASURES - WORKLOADS, RESPONSE TIMES, INTERSECTOR DISPATCHES, SECTOR SIZE. AN INTEGRAL PART OF THE SYSTEM IS A SET OF ALGORITHMS THAT CAN MODIFY AN INITIAL SECTOR DESIGN TO ELIMINATE OR GREATLY REDUCE WORKLOAD AND RESPONSE TIME IMBALANCES. COMPUTATIONAL EXPERIENCE IS PRESENTED. A GLOSSARY OF POLICE TERMS IS ALSO INCLUDED ALONG WITH A LIST OF REFERENCES. (AUTHOR ABSTRACT)
