These guidelines explain the procedures that police in Ocean County (N.J.) should use in handling cases of parental kidnapping of a child in the custody of another parent or guardian.
Abstract
The manual explains the New Jersey, Federal, and international laws related to interference with custody and outlines the sources of information and technical assistance in handling cases of child snatching. It also provides a step-by-step outline of the actions to take in investigating a case, with suggestions for verifying custody, interviewing family members and others, obtaining information from agencies in both the public and private sectors, and using the judicial system. Suggestions are also given for surveillance, apprehension of the abductor, and recovery of the child. Guidelines are given for the appropriate actions by the custodial parent or guardian and county law enforcement agencies. Checklists and forms included.
