THE MAINTENANCE OF SECURITY IN AND NEAR STATE CHAMBERS OF GOVERNMENT.
Abstract
A MODEL ACT RELATING TO INTERFERENCE WITH THE LEGISLATIVE PROCESS SUGGESTS GUIDING PRINCIPLES AND CONSTITUTIONAL REQUIREMENTS FOR PRESERVING SECURITY IN STATE LEGISLATURES. AN EVALUATION IS MADE OF THE MODEL LAW AND AN ANALYSIS OF THE GROPPI V. LESLIE DECISION WHICH INVOLVED THE USE OF THE CONTEMPT POWER BY THE WISCONSIN LEGISLATURE. A BRIEF SUMMARY REVIEW OF THE LEGISLATIVE CONTEMPT POWER IS INCLUDED, COVERING PERTINENT JUDICIAL DECISIONS. THE ADMINISTRATIVE PROBLEMS INHERENT IN THE AREA OF LEGISLATIVE SECURITY ARE DISCUSSED. THE REPORT CONCLUDES WITH A LIST OF SPECIFIC GUIDELINES FOR LEGISLATIVE SECURITY ADMINISTRATION.
