SURVEY OF 1170 INHABITANTS OF GOETTINGEN, WEST GERMANY TO DETERMINE THE RATE OF CERTAIN KINDS OF UNREPORTED CRIME IN 1973 AND THE REASONS WHY IT WAS NOT REPORTED.
Abstract
A PROJECT OF THE UNIVERSITY OF GOETTINGEN COMPARED THE RATES OF REPORTED AND UNREPORTED THEFT, ROBBERY, PROPERTY DAMAGE, BATTERY, AND LEAVING THE SCENE OF AN ACCIDENT. THE RATIO OF REPORTED TO UNREPORTED CRIMES WAS 1 TO 10, ALTHOUGH FOR CRIMES INVOLVING PROPERTY WORTH OVER 25 MARKS THE RATIO WAS ONLY 1 TO 3. AMONG THOSE RESIDENTS WHO HAD BEEN VICTIMIZED, 35 PERCENT SAID THEY DID NOT REPORT THE CRIMES TO THE POLICE BECAUSE SUCH A SMALL LOSS DID NOT MAKE IT WORTHWHILE, 23 PERCENT SAID THE POLICE WOULD NOT BE ABLE TO DO ANYTHING ABOUT IT, AND 7 PERCENT SAID IT TOOK TOO MUCH TIME TO GO TO THE POLICE. INCLUDED IN THE ARTICLE IS A COPY OF THE SURVEY FORM WHICH QUESTIONED RESIDENTS ON THE CIRCUMSTANCES SURROUNDING THE CRIMES AND ON UNREPORTED CRIMES IN GENERAL. THE RESULTS OF THESE OTHER QUESTIONS ARE NOT INCLUDED IN THIS INTERIM REPORT. --IN GERMAN
